remnants from development. I think the coders give these as guildlines for the 3d artists/SHPs.

they work fine in other theaters, but not in desert

Exactly, I think all structures where this, and then they put the actual building to replace it when finished. Evidently, I think the team was either
a) Lazy
b) Forgot
c) Rushing for Release
d) They just didn't care (maybe thought: who would use these city buildings in the desert anyways?)
and for one of these reasons, they just left the template (just a guess).

Three out of four are monuments, so they're quite redundant in the sands.
(IIRC, one of the Pyramids shows up like that in temperate)
