is it possable just to copy and paste the xml files from the SDK into the Main command and conquer 3 area and edit from there will take place in the game just like the INI files used to do or do you have to make a New laucher/mod fullstop

If you know a bit about batch files, you should be able to modify the BuildMod.bat (or better: make a second bat that just calls it) to automatically launch your mod after compiling. You'd have to make BM.bat create a skudef for your mod (dunno if it does this by default) and then run the game with the mod parameter pointing to said skudef.
IF you need a template for the mod parameter, see the MEC2 shortcut (there are other mods using it, but I can't think of any D: ATM).
