use Xcc mixer

open up ra2.mix > local.mix

art and rules should be there

For Yr, go ra2md.mix > localmd.mix ,and lookfor artmd.ini and rulesmd.ini

Alternatively you can just hit up Mooman65's site. He has every ini in the game pre-extracted.

It's where I got most of mine. (A couple I made myself)
