Sort of. It won't come from Airpads but from a War Factory; you can have the two weapons but they won't fire at the same time; and no strafing ability either.

So your answer is yes and no. But to be truthful, it would be a waste.

Actually....

Fighter=yes will sorta give him the strafing ability needed. Instant hit (Inviso=yes) weapons will strike the target "somewhat" in an arc around the facing of the aircraft.*

Also making the AircraftType AirportBound=no and Landable=no should keep it in the air indefinitely. (For example, Harriers are AirportBound=yes and Landable yes. They can only land on Helipad=yes buildings defined by Dock=XXXX )

Jumpjets are not always the answer to everything although Jumpjets have fewer inherent limitations.**

* The "arc" as it is described allows insta-hit weapons with Fighter=yes to hit targets up to about 110 degrees off the "z" (altitude) and up to about 35 degrees "x" and "y" axes. The fighter aircraft need not truly face the target under those directions. Also, during banking (most pronounced if you have PitchSpeed= < 1 ) the degree pronunciations become sorta merged. You can have a fighter attack something with an instant hit with a 35 degree "x" or "y" direction and the 110 degree "z".

** The main limitations (though some have been overcome) for AircraftTypes and aircraft locomotors is the inability to attack another aircraft (retail-only), the inability to normally attack stuff on their own, and it is unable to retaliate normally.
