Ive heard a lot of people use paint shop or photo shop to make .shps if this is true which is the easiest to use and best one for around 100.00 us dollars

hahahahahahaha. A good graphics editor for $100. That's rich. You should do stand up.

The best you'll get for that little is PhotoShop Elements.

holy moly, well the most i probably could squeeze out would be 200.00 if that helps, if not then i guess i'll have to save up for a few more weeks

Dude. In order to get either, you're looking at a minimum of $350... it may even be more depending on where you go.

Skip the middle man and get either GiMP or Paint.NET. Each are free and good enough for modding tasks.

First learn to use the GNU Image Manipulation Program.
Because it's Open Source freeware so it wouldn't cost you nothing (except nerves and time). Wink
