The background is the wrong shade of blue?
Or something to do with the pallete maybe youre using the wrong background colour for the pallete your using.

Send me the .SHP and ill see what i can do to fix it.

Did you check that the background color is the transparent blue, maybe it's another very similar shade of blue.

ga is a prefix just like gt and since you have only the buildup for arctic maps (ga) it doesn't works on temperat maps (gt)
if you don't have theater specific versions you should rename the SHPs so they don't use any of the prefixes ga/gt,na/nt,ca/ct

Make sure you have
GG (general) , GA (snow), GT (template), or the opional GD (desert)

As LKO was trying to point out

also down-size it 1/3 its size, its far too big.

Does it look right in XCC mixer with unittem.pal?

btw, that building looks distorted.

The first letter in the filename has no meaning; it can be anything from A to Z. Only the second letter determines to which theater the artwork shall belong to.
