I couldnt find any info on Bib's so what exactly are Bib's saved as, are they Building, BuildingAnimations, Overlay? I think this may be my problem cause when my planes land on my new airport half of it disappears "the plane" I have it saved and coded as a BuildingAnimation and I think that may be wrong.

Check any other entry with a Bib and see how it's setup. Seems most likely that the bib is a piece of the building that vehicles and aircraft can actually be on instead of going around.

the bib is nothing else than a part of a building that is hardcoded to have the lowest render layer, thus is always drawn under any unit or activeanim which is on the same place. Bibs are SHPs like any other SHP and they are assigned to the Buildings art.ini entry with the key BibShape=.

A bib in art.ini does not automatically mean, a unit can walk on this part. For that you have to add the key Bib=yes to the building in rules.ini, which makes the SE border row of cells passable (see refinery and weapons factory)
On a 1x3 building does that mean, that all 3 cells are passable.

e.g.
On a helipad simply cut out the landing pad area from the SHP and put it in an extra shp. paint the landing pad area in the original helipad shp with the background color.
Then in art.ini simply apply to the BibShape= the new bib shp.
Make sure that bib and normal building fit seamless together, so they look like one building ingame.

If you have a very simple and flat helipad, you can also use a blank shp for the building and assign to the BibShape the normal helipad, thus the whole building is the bib.
