The bottom base needs to circle all the way around. You could also have the power remap sections at top circle all the way around.
(without a remap on the top of the circle, though... I started to make remappable all the tube up to that circle, but it doesn't look good or right)

To somebody who doesn't need another power plant, yes.
For my own mod I use it as the 1-tier power plant (2-tier being the regular one - yeah, yeah, tiers, probably EA's cr*p, but a useful tech system nevertheless, at least against a lack of decent rushes).
