It looks like Koen is close to release the newest TibEd. At least, he has posted a beta version so people can test and he may release it in few days. TibEd is not a tool we usually recommend here, because Wordpad doesnt limits you more than the game does, but TibEd has a nice interface that makes your modding quite faster and supports almost all C&Cs and the Dune games as well.
