I have pasted the passive effect information from the neutral hospital building into the empires barracks, this works, but only if the effectrange=-1 (entire map). When I try and change the range to a smaller radius, say 30 for example, the effect doesn't work at all. Anyone know why?

Study the Allied engineer, his ability includes a weapon(I think) that projects a healing area around him.
