Whats the best way to do damage frames, with a 3d program or use a photo editor? and if you dont mind maybe show me what settings I should use. I dont mind doing it myself, it's just I dont have a clue how to go about doing it.

That's a very open ended generic question that is completely down to personal preference & skill set. There is no one simple method or trick to creating damaged looking Gfx, there are hundreds of ways most of which you can find tutorials for with a simple Google search.

If you are making the building in 3D in the first place, a combination of the two would IMO yield the best results.

Mig Eater speaks the truth, there is even a simple way to get a decent looking damage frame in SHP builder by using the eraser and effect brushes. I personally prefer to model the structure first, move bits of the model out of place in the modelling program, such as a chimney stack shifted to the floor other than it's healthy condition location etc. When I feel there's no better way to make my buildings look any more damaged in C4D (the program I use) I open up the render in Photoshop and finish it off.

Well I originally posted cause I searched "Google" for adding damage to buildings with 3ds max and results came back with nothing. So thats why I was asking if maybe someone had some tips and or what prog's to use. Thanks for the info guys, hopefully I'll be able to make some decent damage frames.

Do you cut your buildings in C4D or do you do most of that in shop?

I do about 80% of it in Photoshop.
