Team Fortress 2 for instance stands on its own without a story thanks to excellent graphics, original characters, and a very fun game. Tetris as well as Mario Brothers stood on gameplay alone. DOOM was a massive success in gaming and the climax of its story being Doomguy finding the head of his rabbit on earth, before kicking more demon ass.
If you make a game focused on graphics alone, such as Crysis it just ends up a nice tech demo. I mean who the hell remembers the story to Crysis? I don't. It was just a benchmark for PC gamers to stroke themselves over if they could do 'CRYSIS FULL 60'.
The true test of the developer is if he or she can make a balance of all two (or three) he is incorporating them all. Dwarf Fortress looks like shit, but its growing in popularity due to addicting gameplay. Tiberian Sun had a decent story, but the gameplay was not very balanced and it suffered. If you can combine the elements you NEED to use, you can come away with something awesome. If you just add crap you don't need (Like a story to TF2 or DOOM), you'll end up ztyping it up.

3.cool character's who are bad ace

2) Good Gameplay
3) Good Story
4) Kickass soundtrack.
Get those 4 right and you really can't go wrong. (Unless the game miraculously appeals to nobody which has happened before)
Look at it this way, some of the greatest games of all time have very dated graphics compared to today. But they all at their heart kept to those 4 principles. (Well ok story on some of them fell by the wayside such as Tetris) QUICK_EDIT

If you're going for sequels, you need a compelling gameplay experience in the storyline. Developing emotional attachment to the characters you play as is a sign of well-developed environment and storytelling.
For multiplayer, you need something that's easy to comprehend and understand, yet can become a very complex experience. Anyone can pick up a copy of CnC and play through a skirmish. But the gameplay can break down into detailed and complex mixing of forces to overwhelm an enemy.
Graphics should always fit together. More people worry about the in-general package that they forget that blue tanks don't fit in well with red infantry because they're too busy looking at model complexity and texture resolution. A following theme combined with a decent range between undetailed and detailed can really pay off better than Crysis style graphics.

1 Gameplay- It has to be a type of gameplay I enjoy, and I mean right down to the sub-type. I hate massive scale RTSs like SupCom, but love Med scale (like CNC) and small scale RTSs like WiC and CoH.
Similarly, I can't stand "realistic" shooters like CSS and the CoDs, but give me Quake/TF2 or something similar and I will be a happy shooter.
2 Is it Quake, or DOOM?
3 Story/Concept. (Alt History = Win, Fantasy = Fail, Cold War RTS = win, Orcs vs Elfs vs Humans vs Ogres vs Dwarves vs Your Mother RTS = fail, Greyscale Soldier vs Soldier FPS = fail, so on)
4 Replayability (can I mod it? Is it easy to mod? Can I control a lot of aspects of the gameplay, or am I stuck adjusting a credit slider and crate option with only 20 maps to choose from?)
5 Sound (and I mean sound-effects. I don't want no weakass report from my tank cannon, or have to compensate for that with music. Music is a "complementary good" to sound effects, not a "substitute good" or "superior good")
6 Graphics.

As you see criteria varies from each individual.What person A likes can be true shit for person B.
But we can find a middle by thinking of each game genre,for each genre has some standardized aspects that come up in every game belonging to that category.For example action-RPG's are fast and lean on addictive making features as item gathering,multiplayer level upping while hardcore-RPG's usually have an excellent story and focus more on non-combat elements and have longer singleplayer for to be example.Every genre has such its own features. _________________

Gameplay always comes first, if you have all the rest good but screw up how it plays, I won't touch it because I just won't have fun. Then multiplayer and replay value, I won't buy anything that doesn't either have satisfying multiplayer or any replay value or else it just goes stale fast and ends up in a corner somewhere. Story and graphics are at the very end of what I want out of a game. First, Gameplay, if I cannot fiqure out the controls easly, I will put the game away. A simple learning curve should always be present in a great game.
Also, replayability and/or easy ability to Mod should also be present. Modding is what really got me into liking games. I used to just play a game just to waste time, but after I started modding, I would play games, and if its for the computer, first thing I would do is see what files can I get into and change.
I actualy have more fun modding a game then I do playing one.
As for graphics, sure superb graphics would be great, but it limits the number of players. sorry, not everyone has that extreme computer that you built just for gaming, I think that graphics should be able to look great even on low settings, but just add a little bit more for those with extreme computers.
Personaly, I like games that have great stories, something that leaves you wanting more. the storytelling and presentation should be similar to a good book or a great movie. A good developer should pull the player into the game/world through a great story and characters.
And finaly, just like a great movie, a great game must have a soundtrack that adds to the whole thing, the developer should use sounds and music to help pull the player into the game. _________________ "we must do everything possible to do the Impossible QUICK_EDIT

Graphics arent a big deal to me, i'll play a game with ass graphics, as long as the story line is good and the engine for the game keeps me interested.
I cant sit and play games like gears of war, halo, zombie killing games, their to repetitive, your basically doing all the same stuff, I like games like Mass Effect, Metal Gear Solid and as childish as this sounds, Kingdom Hearts is a game that calms me for some strange reason, its not much on action and all but it's relaxing at times. _________________ QUICK_EDIT
