I want to learn how people learn how to make cool infantry animations but where do i start and what program to use?

To be honest, I think you should skip this process until you learn the rest first. Making proper infantry is the hardest thing there is when it comes to c&c modding. Unless you just want to do some simple recoloring. But a 3d modeling program is needed to make infantry. Just making a human model is hard work, then you have to know about texturing them, adding bones and splines, and then knowing how to animate them. many, many frames are needed. But you can try it even though I dont recommend it for you at this time. If you have a 3d program, google for a tutorial on "how to make a human model" for what ever 3d program you have or will use. I agree with Cranium. There are so many sequences (actions) you have to make: Idle, walk, fire with primary, fire with secondary (if it applies), death, deah 2 (if it applies), cheer (if it applies), and swimming (if it applies). Then you have to have the art code, the actual squence order. If one of these are screwed up then it can be an issue. And you also have to have the proper alignment of the firing weapon look. I believe its called FLH.

@ Cranium: Since you mentioned the 3d modeling. I have seen other game types that have a blank 3d model and that have skins. Someone had told me you can bring this to RA2/Yuri you just need to have the program to convert to shp format. Am I to under stand it will make a walk and shoot looks? Or is it more involved? I am thinking for maybe a new mod/campaign of trying to do this after I am done with my TGTR mod/campaign.
