After 10000 minutes it's finally done!
Subject description: Time to conquer Earth!
I finally finished the basic techtree and gameplay towards my mod! (A couple of bits of new buildings is all that's left sans figuring out what the hell I'm going to do for some superweapons.) I can now start revealing details.
Current working title: Global Conflict
Premise:
In the year 2014 a new organization calling itself the Solidarity of Union arises in the wake of escalating protests and violence against the now-corrupt nation of Venezuela. Led by a man known only as Hidalgo, the Union embraces a socialistic theocracy that empowers the disenfranchised masses of poor, underprivileged and oppressed. Since then they have grown into a full-fledged superpower over the myriad nations of the third world. Expansion via this organization takes many routes including willful siding from other nations, insurgency action (peaceful or otherwise), or even outright militaristic behavior. By 2030 the Union's holdings now encompass nearly all of Latin America and significant portions of Africa and the Middle East. But this expansion has come at a cost, many nations from the Americas, Europe and Asia either have mixed opinions of the organization or outright hostility towards it.
Along the same timeframe a new alliance has arisen from the ashes of the Cold War. With relations on the mend since the 1990s, the Russian Federation and the People's Republic of China strike a mutual military-economic alliance known as the Eurasian Defense League. The EDL as it is known to others rapidly expands to include many other nations including several former Soviet satellite states and the Democratic People's Republic of Korea. With massive industrial power and a combined population totaling nearly 1/3 of the world, the EDL stands poised to become the new economic and military superpower of the world.
But even amidst these upheavals change has swept throughout the old guard. The nations of NATO long since growing disheartened and ineffective. In 2016 this alliance dissolves amid growing anti-American and anti-NATO sentiments. As such many former NATO powers find themselves needing to fend for themselves or looking towards new alliances. Fortunately, some of the former nations have banded together again. In 2018 the unveiling of the Global Protectorate sweeps through the international community. Gathering several former NATO states and many other allies from across the globe the Protectorate stands charged as the last line of defense of the free world. This unfortunately, pits them at odds with both the EDL and the Union.
In 2018, at a deal brokered by the UN, the Nuclear arms Destruction Treaty (NDT) assures the fall of large scale nuclear weaponry throughout the world and by 2022 has eliminated over 95% of the standing nuclear weapons on Earth. But this has not had the effect the designers of the NDT wanted. Instead, the world has grown increasingly hostile. Relations between the Protectorate and EDL fall to almost violent levels, military buildups across many nations begin in earnest and fears are rising that war may soon be on the horizon.
The Union also has dealings in these turbulent times as well. In 2024 after a covert operation against EDL interests in Central Asia, the League begins an undeclared war against the Union. Skirmishes and small battles take place with seemingly increasing frequency. On the other end, recent attacks on the Colombian border in South America have drawn the ire of the Protectorate. In 2026 a Protectorate naval force in the eastern Pacific is attacked by Union fighter jets and have several vessels damaged. This incident severs the last hope of diplomacy between the Protectorate and the Union.
In the years approaching 2030, escalation of hostilities has only increased. Several further incidents involving Protectorate, Union and EDL troops further fuels fears of a global conflict. In 2029 a British passenger liner is shot down over central Africa is what is deemed an overt act of terror by the Solidarity of Union. The Protectorate states denounce the incident publicly, but secretly plans have begun to orchestrate direct action against the Union and deal with it once and for all. At the same time, events are in motion that are drawing the EDL on course into conflict as well.
The boundaries have shifted, the alliances set, the armies readied, now all that remains is just a spark. As Protectorate ships mass near Madagascar in 2030, only time will tell whether this operation will merely be another incident, or the start of something more....

A mutual military, political and economic alliance, this force is made of the best and brightest the world has to offer. Combining highly technological forces provided by the United States and several other nations, they stand ready to defend against anyone who seeks to bring them harm.

Commanding millions of troops, tens of thousands of tanks and aircraft and thousands of ships, this force wins through sheer firepower and numbers. Many units are equipped with barrage-style weaponry or highly damaging weapons that frequently inflict more damage to nearby enemies. They are a mix between the high technological capabilities of the Protectorate, and sheer determination of the Union.

Rising from the masses of poor and disenfranchised, the Solidarity of Union trusts neither the Protectorate nor EDL. Armed with a highly adaptive military force scavenged from whatever they can devise they fight with many unorthodox methodologies and weapons. From the light and highly expendable Partisan Tank and Predator fighters to the raw firepower and strength of the Asad Persia main battle tank and Conquistador battleships, they seemingly have a solution for whatever can be thrown at them.

Mod details:
Focusing heavily on single-player aspect. Is an almost total conversion of Yuri's Revenge and will be implementing the Ares engine.
Current status: Under development
Current step: Improving the Skirmish AI, resolving any glaring balance issues or minor re-designs.
Next steps: Merging the original campaigns of RA2 and YR to create the groundwork for how to make a campaign from scratch. Create a soundtrack listing of the all-star classics of the First Decade of Command and Conquer*. Begin working on graphics and maps.
* Soundtrack is open to suggestion. Got a favorite CnC track I haven't already pre-decided? Let me know!
Needs for research for continuing (either I learn it on my own or somehow I get help):
Expanding further knowledge of XCC Utilities (includes learning about MIXes, and related topics). Learning how to create excellent maps with modded assets (I have the basic idea when doing it with FA2), figuring out how to draw (especially for SHPs).
But serious, the sides you have stated kinda look a lot like those of Generals, but with more allies. It would probably be easier to start from that considering the similarities, but also because the potential Generals has. You won't have to use an exe hack like Ares.
Now, I don't want to argue all the benefits that Generals offers, but keep in mind that I think the World Builder is alot superior to Final Alert 2, and gives you alot more control over the map. _________________ Please, read the signature rules of the forum. QUICK_EDIT

Ares puts the truth of this statement in question. (the only meaningful advantage Genefails will ever have over Ares YR is related to unit upgrading/context menus. But I shouldn't say "ever" because even that might see the light of day)
If I was going to brainlessly endorse a modding platform I'd say go for Quake, Someguy. Once you spend another 10,000 minutes coding the RTS functionality into the QC (and perhaps a little engine side code for proper FOW, current QC implementations just don't cut it), you got an unbeatable modding platform. No limitations to bullshit tags. Disappointed because you can't do a proper Javelin in Genefails? Go and code how the rocket behaves every frame in QC and make it plunge down straight down on the target.

Leaving that bullocks aside, I like the premise of your mod. The story seems interesting. Nice list of composing countries too. (I see no France lol)
(France is officially neutral in 'verse. But has good relations with several Protectorate members)
The story is actually inspired from many sources throughout recent fiction. From CnC 95 to Generals to Red Dawn to Modern Warfare and more. Ideas have been borrowed and re-done in many ways better and cooler than originally. (That and I read too much TVTropes)
As per using Generals. Not just no, but HELL NO. I've already done balance mods there and it is not to my liking. I'm a relative expert at the ini structure from RA1 to YR in both rules.ini and art.ini. Besides the YR engine (coupled with improvements from Ares later on) provides many advantages Genefail doesn't. Most prominently, pathing and AI. In YR faster units will GO AROUND slower ones. In Generals the faster unit will get snagged and stay clipped to the slower one until you say otherwise.
To say nothing of the greatly simplified way of introducing weapons and having units engage on their own (I can simply comment out GuardRange in YR whereas in Generals I have to set every single instance of VisionRange regardless.)
Also, I can't exactly draw yet, so 3D modeling is kinda out of the question immediately. I was good at making things with LEGO as a kid and from what I've heard, making voxels from scratch is kinda like that. (Shps I'll admit are going to be a bit of a toughie.) QUICK_EDIT
