why is it my unit when it starts to dig up/down there's a sound played like theres nuke missile coming down.. its too annoying to hear everytime my unit goes up and down. how can i get rid of this?

It says right in the rules under [General], DigSound=NukeSiren. I believe its hardcoded for the nuke to use said sound, so changing it in vanilla RA is less than desirable. AFAIK, its separated in Ares so you can change the dig sound to something less annoying.

Find [NUKEPUFF] (IIRC) in the art file and add Report=NukeSiren to it.
