gfx card question

A buddy of mine wants to get either this or this graphics card, but he's only running a 260w power supply. We need to know how much juice he's going to need in order for either of these to perform properly.. I thought the looking at the specs would tell, but I don't see it anywhere.

Also if he does need a new power supply, which one is a decent one? (He's not looking to spend a zillion dollars)

I ran a far beefier card on a 300W power supply. He should be fine with a 260, but if you don't think so, grab a 300W to 350W PSU.

Oh yeah, any chance someone could take a look for any better cards in that price range?
