It's perfectly possible. How much work would be involved however, I don't know.
(somebody else would have to explain)

absolutly. Best way I can think of is to open them with xcc mixer, copy image to clipboard, paste it into photoshop/psp/whatever, resize it, save it, then import template into tmp builder or copy full image using tmp editor. either way will suffice. I thought there was a tutorial on this, but I could be mistaken.

It's not hard to do at all. It's just time consuming.

There is a bit more to it if you want good result,
Re-size to a size that can be divided into the new/ra2 tile. Also you will want to set the color depth high and allow the program to fill in the colors when it is resized. At this point you may want to test some things like sharpen or soften. Then bring it down to the new image size and apply the pallet and test in game.

When you think you have a good procedure that works test it out on some other tiles that are very contrasting before you jump in and do the rest.

It's pretty easy to make an actions script in photoshop. once you know what your settings are, activate the actions scripting at the beginning just after opening the tile, then record your actions, then save it. This way, once you open your tiles, just make it follow that script, and rather than spending three to five minutes per tile, you do it in a couple seconds.
