Seems some bug occured with the Veteran Ratio. I changed it from 10.0 to 3.0 (RA2/YR's default) and it acted like it was 6.0. How I figured this out? I tested with a Light Infantry killing many of itself. It took 7 to get veteran. (It won't be exactly equal to x6 or x3)

I put it to 1.5 and it still took just as long. I set it as that as I thought that it just doubled whatever you had.

What is the solution to the Veteran Ratio not acting right?

Did you change it in rules.ini and then test in firestorm? Firestrm.ini overrides the values from rules.ini.

Ah, even I should've known that. Thanks for reminding me. I knew I needed Firestorm.ini for something.
