I'm bit condused in some things

every infantry and vehicle (and aircraft) has its locomotor for how it moves

but what does it define in TS, what is infantry and what vehicle?
the building type they pop out?
the locomotor?
the section in Rules.ini (place for infantry and/or vehicles)?

Objects under
[VehicleTypes] are vehicles
[InfantryTypes] are infantry
[BuildingTypes] are buildings
[AircraftTypes] are aircraft

Move an infantry to the vehicletypes list and it is now considered a vehicle (though several logics are gone and don't work there anymore)

mutated units can only become vehicles.

Yes, their special features are only working if read as vehicletypes plus you'd have to reorder the artwork/write sequence for the infantry forms.
