If it's in on a non-English language, it's effectively useless in most mods.
Also, you can't mimick the catchphrases. Accents we have, OK, but not enough. There are roles for a unit and it's hard to fit one into another if the game is old. Creativity can solve most of the problems, but not all.
For example I created a Darkness Soldier VO from Soul Calibur 2's Cervantes, while having MadHQ's FaceBlaster in a role of a drone carrier is effectively impossible to find a set for it... but I won't request one, because I know how unusable that is for the community.

In a fighting game, or anywhere where subtitles are possible, you might be right... but this isn't that world.
Here if every unit would speak their native language, we would get a huge mess around thesounds.
Justice is nowhere, revenge is in localization. But when I heard War3 in Hungarian, I reloaded the English variant, because the Hungarian was that bad. Besides, your justice is also debatable, since you ask for Russian voices only within a game which has 2 German units, two Koreans (Black Eagle and that commander in one of the FMVs...)... QUICK_EDIT
All a question of style. If you want to create voices for all tyour units in their mother tongue, then fine. But you have to do it for all of them. QUICK_EDIT
I can make a russian voice pack for all russian/soviet units, or I can use a great voice pack from russian localized Red Alert 2, but I need to know how to open .bag files _________________ QUICK_EDIT

XCC Mixer -> Launch -> XCC Audio Extractor.

I use 1.46, but i dont think there's much difference between 1.42 and 1.46. I'm pretty sure 1.42 has Launch->Sound Editor->Yuri'sRevenge.
Also I think xcc mixer automatically extracts the audio.bag into your RA2 directory when you click on Launch->Sound Editor.

If you're up for anything then what about some main menu music for my mod Red-Resurrection. I've a topic on Freedom Studios and a ModDB profile. This is really my version of RA2, featuring almost completely remade Allied and Soviet arsenals in the style of the original game. I'm currently using some Klepacki music and the current menu track is 'East Moves West' from RA3. QUICK_EDIT
Finished work now. Yep sounds good OmegaBolt. My game is producing whole full tracks tbh, sounds right up my alley. I'll keep you posted over the next few weeks!
If you could give me some ideas that'd be great ie. piano, techy leads, fast drums/slow drums etc. what would you like your menu to sound like? QUICK_EDIT
Well as people probably don't spend too long in the menu it should really get into the meaty stuff quickly without too much of a build up. I would suggest perhaps 1 or 2 seconds of build though just so it isn't too explosive like the YR Drok track which gets annoying.
I suppose the theme is time travel, Soviet invasion and Allied glory maybe with a bit of insidious intervention. Perhaps touching on each of those would be good? The menu track is an introduction to the mod (which I plan to make mini-campaigns for) so I guess it should be fairly 'neutral' sounding or at least touch on each of the factions themes.
Allies: hint of stoicism, technological supremacy, manipulators of time.
Soviets: revolution, numberless (infantry zerg), clunky mechanical tech, revenge.
If you don't want to get sucked into the tracks below then I wouldn't listen as I'm sure your creative instinct is more reliable but they have a general theme.
BTW any use of the Hammond organ sound is welcome as long as it doesn't sound too churchy.
For inspiration I would look at:
Starcraft - Terran Theme 1 particularly around 30 seconds in. I do like the 80s rock style and love the use of synthesizers and bold melody.
Ayreon - Computer Eyes around 2:55 has a good atmosphere and overall a spacey electronic feel.
Even the Sonic 3 - Final Boss track has a pretty good feel of "impending doom with optimism".
I'd also take a look at the Empire of the Rising Sun soundtrack from RA3 (don't know whether you've played it) as that has quite a nice electronic rock feel. Just avoid the Allied tracks from there, I really don't like pop rock!
Anyway hopefully this strikes a cord with you. I don't know what kind of music your really into or usually make, or what tools you have to work with. QUICK_EDIT

Actually OmegeBolt, everything you described is within my comfort zone tbf pal. I like to make all sorts of music but my main two genres are hiphop and drum and bass. But that's just because thats what me and my friends always have listened too!
I also replicate rock songs, make dreary massive attack style tracks. Sometimes i like to get a fresh acapella and make what ever fits with it, be it reggae, rnb or pop.
My dnb ranges from techno influenced to straight ragga jungle. So yea, a bit of everything I can input really.
I have ALOT of songs like breach. Im thinking similar tech style but with a slower beat, CNC vocals, and more leads and CnC style electronica synths. I recon If I can get the tempo right and a combination of the cnc elements... I could make a banging track.

This is just me faffing about trying to replicate electronica rock. A bit slower and it could sound pretty cncish.
As for software and hardware Powerful computer and a medium laptop. I have plenty of VSTi, a Roland d-50 synth, a roland a 800 pro midi controller, 2 MS monitors a denon amp, AKG 240 mkII headphones. Reason 5, FL 9, NI MASSIVE, ABSYNTH etc. essentially a studio.
