Looks ok, though'd I'd move the text up so the gears are more or less centred behind it and what's the Chinese flag for? Is that actually part of the logo?

Assuming you actually want to use this a launch icon/shortcut how about keeping it simple?

1. No background image (no clouds/blue sky)
2. Use a simple vector shape gear in one color with perhaps a vector 0 inside it or next to it.

At the moment it just looks messy with too many images on it.

Not necessarily. If it's a good enough design, rules do not apply.

But tbh, a logo shouldn't have a background, as it needs to be applied in many different types of media. Unless your logo is for a 90's website.

Therefore what you've made is more of a... well, composition.

This is the LOGO, not the ICON.

That flag is translucent which means it IS a part of this logo, as well as the sky bkg.

And actually this is the icon.

Then it's a shitty "logo." Proper logos images are transparent images, and they're normally vectorized for resizing purposes.
