The title states it, what are the modding editor/tools do you use which i can get nor recommend me something that you know is easy to learn!

XCC tools, Voxel Editor, SHP Editor, a 3D Modeling program capable of rendering, and GIMP - those are the tools which go onto a new computer when I decide to use it for modding.

Although many people seem to go for more extensive lists, those seem to me to be the requirements for modding every visual aspect of the game.
As OrangeNero says, Audacity is a good sound tool. And if you're looking for a free, open-source music creation tool then the Linux Multimedia Studio is good (Generally referred to as LMMS, and comes in Windows and Mac variants).
For code, Notepad and Wordpad are both standard options, and come with nearly all Microsoft OS's.
After that, my knowledge is threadbare, as at that point we get into the tools for Assembly and C++ and such - things I have not tried with any success.

Can i use Blender for modelling oh! I mean, Can Blender render my models correctly and how? -shizzy question but please answer

I do believe there's a template for TS/RA2 for blender. I can't find it atm, though.

God, i wish someone can find them so do i?...Yeah, i can't find it >.<

EDIT:
Is there any other 3d modelling tool beside 3Ds Max and G-MAX that can render shp for Red Alert 2
