Yuris blast on vehicles and buildings?

Y'kno how yuri can kill people wiv his blast? well how can i use it to do normal damage against vehicles and mebbe halfdamage to buildings? is it sumthin 2 do wiv the whole 100%,50% etc. thing on weapon stats? and if anyone can tell me which number gives damage on naval units, i can start thinkin bout a psychic resonance boat, which, if nethin gets too close, it fires out yuris blast and sinks the sucker instantly... might add it to the sub
