1) Because I focused too much to Ares, I totally fogot the basic knowledge. I got a vehicle vxl with barl.vxl and tur.vxl. I knew tur is for turret, but how about bard.vxl? What should I do with it in art and rules files?

2) I am thinking about RadLevel. If we fire a weapon with RadLevel=500 then fire a weapon with RadLevel=-500, should the polluted area be neutralised?

1) barl is the barrel, you put it in. Barrels are a must for FireAngle or PBarrelLength to work.

2) Nope, rads can't be neutralized.

New question: How can I prevent a tank turret from rotating? Turret=no will delete the turret, won't it?

Give the Weapon or the Unit in question Omnifire=yes

Better yet, just merge the turret with the body of the voxel.

You can copy the turret section into the original voxel, making it multisectioned. It would still ork.

Any RadLevel below RadLightDelay will crash the game so this won't work anyway.

Copy Section, Paste as new section in VXLSE then position it in HVA Builder. Ungh.
