1. I lost my wav to aud converter plugin and I can't find a download link. Can you please give me one?

2. Is it possible to change the color of an ion storm?

1. XCC Mixer is your friend. Right click on the wav and select copy as aud (make sure the wav has the format 22050Hz,16bit,Mono before you convert it)

2. The color for the map lighting is set in the map via the [Lighting] section with the keys
IonRed=1.000000
IonBlue=1.000000
IonGreen=1.000000
IonLevel=0.032000
IonGround=0.000000
IonAmbient=1.000000

If you mean the lightning bolt, then no. These are hardcoded to be blue.

Can somebody create a mod for TI (not standalone)? Or am I need to ask Aro about this?

For personal use you can modify any mod however if you're looking to make something for public release you'd be best off contacting the mods development team, so in this case Aro.
