I don't know too much about RA2/YR, as I always mod just TS, so I think that it's just something random.
But if you want to mod the game and mess with the AI to make it more agressive, it's something complex and can take you a lot of time, though the results can be really satisfactory.

did u make your own AI file? did you mod the game in any way? What level are you playing on?
I know from personal experience that when I made my own AI file they would act this way. They acted fine on hard but on easy or medium they would do nothing. _________________ I am authorized to send out the TMP Studio, PM ME IF YOU WANT IT And check this out, these were sent to me for help with terrain and zdata help along with TMP Studio/Builder

Does not matter. This is well known behavior. My AI team member won't build attack teams until enemy team come to his base (or, in other case, enemy team attack his harvester).
I can not force the enemy AI to go there and attack his harvester. But I can arrange it so that bomber debris will fall on his building. Since then he is drawn into the war. This is not normal.

I play on hard only and do not touch original aimd strings. QUICK_EDIT
well, i never encountered this behavior in the 10 years I have been playing the game of un-modded game. I've had this same problem with unmodded Yuri's Revenge v1.001. Infact I remember it happening more often than not. It's probably due to the UseMinDefenseRule=yes and there not being enough base defence teams or something. _________________ QUICK_EDIT
With unmodified aimd I see no difference. One of my team member even does not build defense team until black eagle debris fall on his NALASR. No anti spy measure. QUICK_EDIT
A while ago I wanted to test out some wonky Megatron coding I did and I had to resort to messing with civilian cars because the AI didn't attack. I guess it's not so uncommon. QUICK_EDIT
Ive played several thousand RA2/YR matches, and never had the AI "Not" attack. I'm curious as to what is causing this for you guys. _________________

On the map "Triple crossed" I was playing for Russia, in my allies were Cuba and Libya. They both began to build a defensive team only after an attack from the enemy. Both were attacked sequentially. In the same sequence they started build defensive team. Thus, there is no difference in the behavior of AI in both cases.
Next. It is known that the enemy has built a spy (I see it). In response to this event shall be fired trigger "0A31295C-G=Soviet Guard Dogs,0D6266CC-G,<all>,2,0,SPY,0100000003000000000000000000000000000000000000000000000000000000,70.000000,10.000000,70.000000,1,0,2,0,06BC521C-G,0,1,1".
