I added two new units for the U.S. and Russia with TechLevel=9 and, accordingly, TechLevel=7. Why they are available at the beginning of the game (before MCV deploy)?

They most probably have AllowedToStartInMultiplayer=yes
or you forgot the key which is by default yes

So you should make sure they have AllowedToStartInMultiplayer=no
