Yes, I've skipped a version, but don't worry. Clazzy's Rules 1.9 is here. Unfortunately, I never released 1.8 (it as far too buggy and was kinda incomplete) but 1.9 fixes all the errors and also adds even more new graphics and sounds. Since you all missed what happened in 1.8, I'll post the changelog for that too. I must admit it's the best version yet!

Artillery and Juggernaut now more effective verses infantry.
GDI RPG tower tech level lowered.
Elite Cadre strength reduced from 200 to 180.
Mutant Sergeant speed reduced from 6 to 5. Cost increased from 800 to 950.
Orca Transport strength increased from 190 to 210.
Orca Scout's vulcan has reduced damage, from 60 to 40.
Recon Bike missile may now shoot at aircraft before becoming elite.
Orca Scout cameo error fixed. Black section in the middle was transparent, so it caused an odd effect when building or scrolling.
Tank Destroyer added for Nod. It is extremely effective against GDI vehicles. It is not too effective against infantry or structures. Cost: 900.
Nod Light Infantry icon now only works for Nod, not GDI.
Certain units will now break ice immediately if they cross it: Mammoth Tank, Mammoth Mk. 2, Mobile Service Depot, Mobile War Factory, MCV, Disruptor.
Pyramid of Nod now has a build limit of one.
Certain FS balances have been included in Tiberian Sun (i.e. lower cost of Nod aircraft, increased Disruptor speed, etc.).
Elite Cadre armour changed from Light to none. Light armour is now reserved to light vehicles, Jumpjet Infantry, cyborgs (excluding the commando) and hero units. However, Elite Cadre now has strength increase from 170 to 190.
Railgun upgrade for Component Tower now uses correct image. Damage reduced from 55 to 45, but now fires in bursts of two.
Oxanna added as a new Nod hero. She carries a heavy laser chaingun that quickly kills infantry and vehicles, but is less effective verses structures. Cost: 1600.
Jumpjet Commando added for GDI. Has the ability to fire a powerful railgun at the enemy. Cost:
Queued objects increased from 4 to 9.

Nod Attack Cycle more effective as a scout, it has increase sight, from 5 to 7. It may also cloak when elite, to increase its effectiveness.
Oxanna now has a build limit established. FLH is fixed and the cameo no longer has black sections.
AI settings tweaked. Hard difficulty is still hard, average has been reduced to lower diffculty, and easy is closer to the original TS AI (on hard).
Shredder Anti Air Gun added for GDI. It is a low-tech AA gun designed to stop early and even late) aerial attacks with its powerful cannons. Cost: 700.
GDI and Nod Sam Sites are now different. GDI has icreased firepower and range, while Nod has increased speed and Rate of Fire. Nod Sam has increase power usage (-40) but a decreased cost (450).
Orca Bomber no longer extremely effective against buildings with concrete armour.
Shredder's range increase from 8 to 12. Damage lowered from 25 to 20 but ROF decreased from 20 to 12.
Mutant tech level lowered from 2 to 1.
Repair/Reload speed increased slightly.
New cameos for: Cyborg Commando, Harpy, Obelisk, Limpet Drone, Mobile War Factory/Fist of Nod.
GDI Barracks has a new sound for when it is selected.
All power plants now have a new sound when built.
Seven new death sounds have been added. Five for men and two for women.
The Obelisk has an extra charge and fire sound.
The Disruptor has two new attack sounds.
The medic has a second heal sound effect.
Both Sam Sites have another fire sound.
New weapon sound effect added for the Light Infantry.
Mammoth Mk. 2 Railgun is now more effective against concrete buildings.
Railgun defence has ambient damage increased from 45 to 75.
Humvee is now vein immune.
Rocket Buggy may no longer shoot at aerial units.
Slavick damage increased from 25 to 35.
Laser Cyborg has a new weapon sound effect.
Number of cloaking sounds increased.
Tick Tank has a different weapon for when deployed, it has a slightly slower ROF and a small range increase, as well as a different weapon sound.
Oxanna has decreased weapon damage (from 25 to 1Cool.
All infantry (excluding Jumpjet units and Cyborg units) now use no armour to ensure that Umagon may kill all infantry without damaging vehicles.
