Projectile SHP Question

I'm curious how to make the projectile using the SHP. The projectile I'm making will look like this picture, below. But not sure what program I should use to make it. And, when it hits the target, it will make a splash damage around it, possible to add with splashtag?

Well, how do I make SHP? Or make animation for weapons, infantries?
