Subject description: Apparently not!

'RECHARGE_TIME' attribute type does not seem to work. While things not working are a C&C3 norm, I am not used to random items within modules that work, failing.

Maybe I am using it wrong?

<Modifier Type="RECHARGE_TIME" Value="25%"/>
</AttributeModifier>

I was using it has an upgrade on a super weapon building, to speed up the super weapon timer.

Yes, I had read that information from the BFME ini's, and made sure that I used the special power while the modifier was active.
