There's a program called AI Edit (haven't tried, I haven't tried to edit the AI) which is supposed to make your work lighter. It produces clean codes, I think.

I have another question:When you give AIBuildsThis to building code,it will build it,but only one.I want to make AI building more factories,but Warlimit doesnt control it.How can i do it?

u can also try making cloning buildings i.e. TechLevel=-1 buildings, its how u get the a.i. to build more grand cannons and stuff (without messign up defense logic i.e. making korea build them :p)

I used Inf,Veh and Air values all on 1,it works well,but another factories work for AI like Cloning Vats but for vehicles.Is way to remove this bug?

Yeah but AI gets traffic problems becouse it cannot add all units to taskforces.
