Go out of the begginer mode and open the ini editor (the FA2 one). Choose the editing section [TTNK] and add a parameter called ForbiddenCountries (or RequiredCountries, can't quite remember which one it uses.) and set it to nothing.

you should use notepad to add ini section instead
of ini editor.
also, useing ModEnc before asking dumb questions.
