Does it matter exactly where any unit is placed? (i.e. all of the code after the[TechnoType],[Warhead,[Weapon],[etc.])

No.
Game looks for [BuildingTypes] in the file, then all the entries. It scoops the entire file when looking for a section.

To keep it tidy, you might want to declare all the lists after the general sections (General, CombatDamage, AudioVisual etc.), then after the lists you could declare each entry of the list.
If you have BuildingTypes, then InfantryTypes it might be an idea to put all the BuildingType entries before all InfantryType entries.
