EDIT: If referring to rally point: nope, no can do.
You can however set the center of the base (this is the place AI will put their troops when they are waiting for orders and / or gathering to attack)

The thing is that I want troops to be built by the player away from the map's view borders and come from there to the rally point.
In other way: I want units to be built outside the visible map and come to the rally point.

OR

Another thing: can you determine if the pleyr has built something by a trigger? E.g. I build a dummy unit and a trigger calls reinforcements with a group of troops.

Right, you're talking about reinforcements...

Use Trigger Action #7 or #80 for that.

You can use Event 19, 20, 21, 22 to check if the player has built something. Use the House of the Trigger to specify who should build that which you specify.

(This really isn't difficult, if you would've looked through the list of Events you would have found it yourself)
