I cannot figure out how to texture the sphere of the building properly.

I wrote a short tutorial with the image below, it's very simple to create a glowing texture, but if you want it to only glow on the inside, as the picture, AFAIK it can't be done as its rendered by the game engine differently.
Instead, you would have to create a new sphere of the same size, and make a self-illuminating texture with possibly 50% transparency and it should achieve the same effect. Otherwise if you're looking for a true glow, see below. Oh and don't forget to turn on Effects on your scanline render options (I see you turned it off as it's on by default).

I think you should look at the materials given to you before replying in such a way as it makes you look like a fool. There's already an emissive texture which can double as an alpha, not to mention .DDS files can include an alpha already.

Stick to VXL's.
