Aircraft attacking other flying objects only appears to work with projectiles which have a ROT. Now, obviously, I wouldn't expect it to work with falling objects, but invisible projectiles (ie machineguns, autocannons) would be reasonably expected to work.
I don't know if this limitation is intentional or already known - the documentation, last time I checked, did not mention it. Perhaps most people assume air-to-air combat to be done with missiles so it didn't catch anyone's attention yet.

Is there any workaround for this limitation (other than invisible ROT=100/Speed=100, which is what I'm using right now)?

I've seen it working with lasers already. Years ago. So check your codes again.

Oh, I can make lasers work, not a problem. Lasers are drawn between firer and target and completely ignore projectile statistics (try a FlakScatter laser, for example). But it still requires a homing projectile.

EDIT:
Okay, it seems to be related to having LandTargeting prohibited on the aircraft (I was trying to make an interceptor which can ONLY attack flying targets). Combining LandTargeting=1 and non-homing, AA-only projectiles seems to cause issues of some sort.

Ummm... you need AG=yes as well for attacking paratroopers and whatnot.
