The pipbrd.shp
The pipbrd.shp which is the outline of the health bars normally has 2 frames in it.
If the second frame appears as the shadow of the first frame (1 editable and 1 shadow frame, without any selectable colors), in SHP Builder, uncheck the "Shadows" in Options.
The 1st frame is for units/vehicles, while the 2nd frame is for the infantry.
It could also have 4 frames which is downloadable below (if you don't feel like turning off the Shadows option or ease of editing etc.) being the 3rd and 4th frames the shadows which only serves as a compatibility for the checked Shadow option.
Below are the samples that have been edited from the original WW pipbrd.shp:
About the 2nd frame: The blue outline (health borderline ingame) indicates the limit of the maximum width where the health pip from pips.shp is rendered (correct this if found wrong), while the rightmost side is using the transparency palette or the topmost left in the palette.pal color selection.
In which case, Units and Infantry can have different style of outline:

I have attached below the edited pipbrd.shp and pips.shp used in the ingame pic. Original credits goes to the makers of the GI shp and the Slingshot unit.
I like the fact that it looks different which is definitely cool, but are you sure about this? The vanilla pipbird already uses 2 frames for the unit and infantry.
But why the shadow frames? I kinda doubt the game even reads the additional frames you've added. But feel free to prove me wrong. _________________

Thanks sir Krow, my problem was that I need to uncheck the Shadows in SHP Builder options to make the 2nd frame have an editable palette. Will update post. _________________
