Can't get AI build units in My Mission Map

I'm working on another RA1 Mission Remake(Soviet 2). I'm using IgnoreGlobalAITriggers=yes but have 4 Local AITriggers. There is Trigger enables AITriggers, Production and AutoCrate for that house also makes me Enemy to them. I'm pretty sure Conditions are met and AI has credits but AI doesn't build anything. Map is attached. What am i doing wrong?

Edit: I'm also sure that AI has enough IQ to do it.
