You can't. If you are using ARES you can make a custom Ivan bomb with a c4 animation, like I did.

Tanya can C4 tanks, is it hard coded for her?

Can you post lines you used for the custom c4/Ivan bomb?

Tanya's C4 is a FAKE weapon with too much damage and low Range. It is not a real C4.

The piece of code you want is this:

When used on a weapon, this will cause the 'C4' cursor to be shown in place of the regular 'Attack' cursor when targeting something that the weapon will be used on.

Combine this tag with a short range, high damage and a warhead that can only target vehicles and you have an approximation of anti-vehicular C4, in the same fashion as Tanya does it for ships. This will not have the - very brief - delay that occurs between the use of the actual 'C4' function on buildings, and the building detonating. If you want to include a delay (which Tanya's anti-vehicle C4 in default YR does not have either), then, as PillBox20 said, the only solution is using Ares to make a custom IvanBomb.
