There's a tut here on PPM about working with normals (http://www.ppmsite.com/?go=normals). The second important note tells of a neutralising normal, and I need that. However, when I looked on the normals palette, there's no red normal. My voxel is for RA2/YR. Maybe it is for TS only?

It is because Stu removed it from the more recent versions of VxlEd...

If you normalise as normal, and then open it up in Will's Vxl Editor, you will have the neutral in there.

It didn't, but as it wasn't an "official" normal, Stu thought it might confuse ppl or someting and removed it. Despite myself and others asking him not to.
