Rashidi's palace was made by Nooze. Or at least the revamped version that got used by MO and is exclusive to MO, as usual.

You could ask him who inspired him, or ask Speeder.

AoE sounds more like the origins than RA3.

@kenosis, the most probably is that the autor is ArgCommander (YR:Argentina.com) I remenber a lot of graphics like it.
