3ds to vxl but texture didn't come. What's missing?

as Title but here. Sorry for this question because I am always get the model from free website and edit them a bit and when convert to vxl it's just fine even texture come with vxl but this time I am porting from Generals directly and convert dds to tga for this. So the texture is shown in 3ds max and even expot it says texture is exported so after convert to vxl. no texture...

Use BMP format for the texture.
