the workflow for making brand new TMP files involves using TMP builder to make the tile and set up the extra image and z data bits, and using
xcc tmp editor to put the image you made from an external program into the tile.

the tmp editor is kind of  c r a s h e y,  so be careful of that. almost everyone to have made TMP files for ra2 just copy pasted images into existing tiles.

Make sure you have the right pallet loaded for the type of TMP your editing. The editor will automatically load the correct one based on the file extension, but if you are converting from one theater to another then you'll need to manually change the pal & file extension.    

Also If you copy an image with a pal applied into TMP editor it will keep the original pal & not convert it to the new pal in the TMP editor.

Ok so the reason the image was multicoloured is because it wants actual MSPAINT to be copy and pasted. i use Paint.net in the screen of the multicoloured tile. The true microsoft paint works fine,

Doesn't matter what image editor you use (I'd recommend GIMP instead of MS Paint), just make sure it's set to full RGB & doesn't have a pallet/index applied.
