What I mean is not all planes will going to attack the exact spot or target but rather around the target similar to how Generals A10 thunderbolt strike do.

Ballisticscatter seems to work with arcing=yes only and aircraft does have the issue trying to firing this kind of projectile.

Try to increase the range of the weapon.
I have an airstrike SW with a napalm weapon with Arcing and whtih BallisticScatter, but I didn't notice any issue with the airstrike.
IIRC, I've had some problems with the weapon, but I've fixed it by changing and experimenting until I found a good Range for the weapon - in my case, it's 7.2

There is several ways that I can think of:

- Make the weapon have airburst=yes, this is like the Cyborg Reaper's weapon in TS.

- Make the weapon like the Orca bombing in TS. This works and I have tried it. This is rather saturation bombing than "A10" style.

- Make it a paradrop and the content a suicide infantry. You have probably seen this.

- Make it a "makeinfantry" weapon that generates suicide infantry from nothing...
