Make SonicWaves have a customizable "overpass" range

The 0.B ares actually destroyed this, which wasn't a bug, but a feature.
Also, this also altered the vanilla RA2 balance, making Dolphins worse (since the sonic waves were intended to go through the docks, submarines, etc., and what's behind, thus dealing more damage)
Feature proposal:
sonicwave.dissolverange=(float)
That way we can regulate how long do wave actually "go on", independently of how far they can *target*.
As it is now:

In Ares this has been changed to use the weapon’s actual range.
