This revision tweaks a function that converted Palettes to be used on GIF files, when you export your SHP files as GIF. The idea of this function was to prevent blacks from becoming transparent. OS SHP Builder was a way to radical about it, transforming any color where red, green and blue channels were below 48 (out of 255) into a specific random black. I've lowered this constant to 16 and still managed to prevent the appearance of wrong transparency in the final image. Palettes like unitem.pal only had a single black color modified now, instead of over 20 colors. The final colors are closer to what would be expected of them.
