Opentopped vehicle passengers when EMPed or powered offline ?   For now, impossible.

This bug has not been fixed yet by any extra dll. files (Ares,Phobos or DynamicPatch or something else,yet...)

I wouldn't exactly call it a bug. In the typical use case, a transport being EMP'd does not prevent human soldiers inside from firing out its open firing ports.

This only becomes a problem when modders try to use Ares magic to give the vehicle the appearance of having more weapons when in fact, under the hood, they are just dummy soldiers inside firing weapons. Would be a nice feature addition but not a bug.
