I downloaded this SHP and this is the  art code that came with it but its messed up and there  was no rules code.

I don't know how to fix this and really wished that working codes were uploaded with the models since it just a text file

Move the 'stand' frames to AFTER the walk frames and then you can remove Facings=8

Though I no longer get the double image, The art code is definitly wrong because the walking is extremely choppy, stuttered and staggered.

I don't know why these guys don't just upload the full rules and art codes with their unit.

Idid it in all the games that I modded

Because it's extra work that will probably be changed per mod anyway.

the main reason i typically dont include rules code with my .shps is because i dont
even make the rules codes.

try the walkers special locomotor:
Locomotor={55D141B8-DB94-11d1-AC98-006008055BB5}

if the rate that it walks looks weird relative to speed, use this tag to adjust:
WalkRate=

a few more notes:
OpportunityFire=yes  shouldnt be on units with no turret
AIBuildThis=yes        isnt even a unit tag...
Maxdebris=56           that is a LOT of debris
