Considering there's the rules section controlling the credit boost it gets, is there any point in allowing the AI to build Oil Derricks or the Ore Purifier ?

If you don't want the AI to have MAXIMUM CASH, yes. Else, not really. I still let the AI get the Purifier or whatever to simulate being a player. If a tad predictable.

it would make a difference only if you had an AI that spends more than it harvests, which of course is determined
by stuff like what units you make it use, how frequently you tell it to attack, how many harvesters you tell it to make.
i guess you could say that an ideal AI spends slightly more than it makes so that the purifier actually boosts econ
