From my understanding it uses 256-bit colors. I don't really know what palette it uses or if there is one,
but preferably I would just use PCX on all my art, like cameos, buildings, animations, etc.

I want to know what can or cannot be a PCX file. Whichever is the shortest to list as I would just do or do not make those specific art files.

Also, it's been a long time, and there are a lot of programs that can make pcx files throughout the years.
What is the best program to make pcx? Like it has up to date UI, supported still, etc.

PCX files are only used for a few parts of the menu screens, they dont use a specific palette but you need to apply one for it to work in game. The only requirement is that the background uses colour No.0 in the palette as it will make that colour transparent in game.

Ares has expanded the game so you can also use PCX files for cameos & loading screens. Anything that needs to have multiple frames such as infantry, buildings & animations need to be SHP files.

Most image editors can be used to edit PCX files. Photoshop is the best program to use for image editing, but if you can't get/afford it then GIMP is probably the next best free program to use.

Ok, thank you! Multiple frames don't work. They are only SHPs, noted. This is solved!
